State-owned land held in trust for communities
Incorporation procedure
- Incorporation is effected only after full acceptance by the community
represented by elected and traditional leadership. Regular meetings
are convened by local government and will be continued until all sections
of the community have been involved.
- Land title remains with the state.
- A standard, legally binding Incorporation Agreement is entered
into with the North West Parks and Tourism Board.
- No villages or settlements are to be incorporated.
Landowner’s rights
- Communities may develop nature-based tourism operations.
- Communities may enter into equity partnerships or funding arrangements
for infrastructure and developments.
- Game will be introduced by the North West Parks and Tourism
Board or by some alternative agreement in sufficient numbers to sustain
game-viewing tourism.
- Income from game sales is divided among landowners, based on
a negotiated formula and property size.
Landowner’s obligations
- Existing game species must be sold or alternatively entered into the Incorporation Agreement.
- Community must permit game and ecosystem management to be controlled by North West Parks and Tourism Board.
- Continuance of traditional land use such as farming and cattle grazing are only possible if agreed in the Incorporation Agreement.
- Development will be subject to social and environmental impact assessment
- Community members and leaders must participate in the public consultation process.
